PURSUANT TO SECTION 551.127 OF THE TEXAS GOVERNMENT CODE, FOR THIS MEETING AT THE STATED LOCATION, A QUORUM OF THE CITY COUNCIL WILL BE PHYSICALLY PRESENT, AND THIS NOTICE SPECIFIES THE INTENT TO HAVE A QUORUM PRESENT THERE. Pursuant to Texas Government Code Section 551. 0415 the City Council may report on the following items: (1) expression of thanks, congratulations or condolences; (2) information about holiday schedules; (3) recognition of individuals; (4) reminders about upcoming City Council events; (5) information about community events; and (6) announcements involving imminent threat to public health and safety. 1. PUBLIC COMMENTS PUBLIC COMMENT GUIDELINES This portion of the agenda is the public's opportunity to address the Council about any item listed on the agenda, except public hearings. Comments related to public hearings will be heard when the specific hearing begins. Public comments are limited to three (3) minutes per speaker, unless otherwise required by law. Further, attendees shall not use profanity, make negative/offensive gestures, or act in a hostile, harassing, or threatening manner. The Mayor or her designee has the authority to instruct any person conducting themselves in such manner to leave the meeting. Approval of a resolution accepting the Edward Byrne Memorial 2025 Justice Assistance Grant in the amount of $7,258.00 for the Community Resilence Program. C. Approval of a resolution in support of the city's Texas Water Development Board grant application funding for water master plan projects. D. Approval authorizing the City Manager to negotiate and execute the Development Agreement with EmpowerHER Housing Foundation Inc. to develop and acquire land located at 11001 Harvest Rd and 1804 Peachtree Road for development of single-family residential homes. REPORTS/UPDATES 1. Presentation regarding outstanding and or inquiries on Residential Housing Development projects within the City of Balch Springs. 2. Presentation on Utility Bill audit concerning historical and present issues, policy, water bills, system changes and required upgrades. INDIVIDUAL ITEMS 1. Consideration and action to appoint a Mayor Pro Tem for one (1) year term. 2. Discussion and presentation of the Verizon GPS vehicle tracking implementation update and consideration of expansion to additional vehicles 3. Conduct a Briefing and Public Hearing on possible adoption of Impact fees for water and wastewater projects. 4. Consideration and action regarding approval of Kappa Kamp Summer Enrichment Program Proclamation. 5. Consideration and action to purchase a 2026 Vac-Con V312N/1300 Combination Cleaning Machine from CLS Equipment Co. Inc., not to exceed $597,000.00 from the Capital Vehicle Fund. 6. Consideration and action to amend the Annual Budget for fiscal year October 1, 2025, through September 30, 2026; providing that expenditures shall be made in accordance with said budget as amended for the listed "PO Roll Over Balance." 7.
